Protocols SPARQL Protocol

Disagrees with draft: dropped HTTP/REST — the only documented client interface is the CGE GUI acting as a SPARQL 1.1 endpoint, no general REST API found. Source is a third-party PDF mirror, not an official HPE/Cray domain, and the product is discontinued.
